The colour and score are a transparent maturity / coverage indicator: they reflect how a country's national cyber-response capability is structured, not how many advisories it published this week. Live publication activity is the planned next layer.

Points are awarded for: a designated national CSIRT, a named competent authority, EU CSIRTs Network membership, FIRST membership, Trusted Introducer accreditation level (Listed → Accredited → Certified), additional recognised teams, and machine-readable feeds (RSS, CSAF).
